The Blaine City Council on Sept. 3 approved several development and land‑use items, including an easement vacation, multiple conditional use permits, a large retail site plan and a preliminary plat for the 100 & Fifth redevelopment district.
Director Schluter introduced a petition from Robert Eggerts (Aggie Properties LLC) to vacate an unrecorded drainage and utility easement on Lot 6, Block 4 of the Radisson Industrial Park; staff recommended approval and the council adopted the resolution after no public testimony.
Assistant Community Development Director Sheila Selman presented a conditional use permit for Wings Financial Credit Union (3,250 sq ft bank with drive‑through) in the B5 district; the plan provides 19 stalls where eight are required and met code requirements. The council approved the CUP as presented.
Council approved a preliminary plat creating seven outlots (0.41–5.84 acres) in the 100 & Fifth Redevelopment District and later approved site plan review for a proposed ~250,000 sq ft, two‑story Shields sporting goods store with shared parking, subject to the three conditions in the staff report.
A conditional use permit amendment allowing three accessory structures at 109590 Seventh Lane was presented; although Councilmember Newland said he would vote no over neighborhood fit, the council approved the amendment by voice vote after staff said the proposal complied with code and planning recommended approval with conditions.
