Maplewood, July 28 — The Maplewood City Council voted to repeal and replace chapter 22 of the city code governing lawful gambling, a housekeeping and procedural update staff said will remove obsolete provisions, add state-mandated language and create an off-site premises permit process.
City Clerk Sint summarized the changes and said the city had found chapter 22 contained “a lot of obsolete and very confusing language” and lacked newer statutory language adopted since 2015. Sint emphasized that the city would retain previous council decisions regarding premises permits, including the 10% charitable contribution requirement.
The rewritten chapter removes language governed exclusively by the state Gambling Control Board, clarifies the three permit types (premises, off-site premises and local lawful gambling permits) and allows the council to consider delegating some approvals from council action to administrative action if desired.
Council action: The council voted to approve the ordinance repealing and replacing chapter 22 and then approved a separate resolution authorizing publication of the ordinance by title and summary; both motions passed by roll call with all ayes.
