Maplewood City Council voted to amend section 18‑33 of the Maplewood City Code to prohibit parking or storage of vehicles on grass, unimproved surfaces or areas without an approved hard surface on residential property.
Planning staff said the change is intended to protect groundwater and reduce enforcement ambiguities; an improved surface can be as basic as a Class 5 gravel pad, though front-yard parking commonly uses concrete or bituminous surfaces. Staff emphasized enforcement will be complaint-driven and education-first: code staff will notify and work with residents to achieve compliance and escalate to the city attorney when necessary.
Councilmembers generally supported the amendment and stressed the need to communicate changes to residents via Maplewood Living and other channels to help homeowners come into compliance.
