Maplewood authorizes five-year public works consultant pool to speed projects

Maplewood’s council on May 27 authorized the mayor and city manager to enter professional services agreements establishing a five-year consultant pool for public works projects.
Public Works staff explained the pool will cover seven core service areas — municipal engineering, transportation engineering, surface water and natural resources, parks and open spaces, structural, architectural and GIS — enabling staff to issue work orders rather than run a full RFP for each small contract. "One of the benefits of maintaining a consultant pool is it helps streamline the operation," Mr. Love said, adding the pool reduces procurement time and speeds project delivery.
Staff said firms were selected after a needs assessment and review that included interviews and outreach to local firms; one firm identified through Ramsey County outreach, Isthmus Engineering, was selected for the pool and will have a named point of contact. The agreements are master agreements valid for five years and have no immediate fiscal impact; individual work orders will set scope and price for discrete tasks.
Council moved to authorize execution of the agreements and to permit minor contract changes as approved by the city attorney; the motion carried by voice vote. Staff said they will use the pool for a range of small and large projects and will solicit quotes from multiple pool members when appropriate to ensure competitive pricing.
