Maplewood council approves plans and assessment process for 4.4‑mile street project

Maplewood’s City Council approved plans and ordered the assessment process Monday for the 2025 Maplewood Street Improvement Project, a roughly 4.4‑mile program of pavement replacement and reconstruction.
Steve Love, city staff lead on public works, told council the project averages a pavement condition index of about 42 out of 100 and is divided into a south leg focused on pavement replacement and a Prosperity/Hazelwood section that includes full reconstruction with new curb, gutter, storm utilities and a trail. Based on resident comments, staff recommended signing the Prosperity and Frost intersection as a four‑way stop and said the sign was installed earlier to help drivers adjust before construction begins.
"We did study it. We did find that the intersection should be signed as a 4‑way stop sign," Love said.
Council approved two motions: motion A to approve the plans and specifications and advertise for bids (moved by Ginhaman, seconded by Cave) and motion B to order preparation of the assessment roll for City Project 24‑12 (moved by Lee, seconded by Cave). Both motions passed by voice vote.
Council members who spoke praised staff outreach and the responsiveness to resident concerns during the design phase. Council member Cave thanked staff for incorporating neighborhood comments; Council member Lee said neighbors in the Haller community complimented the process.
The assessment hearing for the project was described as likely to occur in late summer or early fall; staff said residents would be notified when assessment details and the hearing date are set. Construction schedules will depend on the final bid schedule and contractor availability.
