Mankato council certifies preliminary 2026 levy cap of $26.37 million, a 5.2% increase

The Mankato City Council on Sept. 22 adopted a resolution certifying a preliminary property tax levy for 2026 that sets a maximum levy of $26,370,000 — an increase of $1,302,704, or about 5.2 percent over 2024, City Manager Arntz said.
“The total amount of the tax levy…is proposed to increase $1,302,704. This reflects a 5.2% increase over 2024,” Arntz told the council while presenting the levy memorandum and recommended resolution. He said the dollar figure in the resolution represents a maximum amount the city may certify now; the council may reduce the amount as it finalizes the budget between now and December, but may not increase it.
Council members voted to adopt the resolution certifying the preliminary levy. Staff signaled budget work sessions will continue through the fall before a final levy and budget are adopted.
Next steps: The figure certified is a preliminary maximum; any reductions will be reflected in the final levy certified later in the budget process. The council did not provide an immediate breakdown of how the additional revenue would be allocated at the Sept. 22 meeting.
