Superintendent David Bell summarized the district's strategic plan through 2027, noted academic gains including a top-17% ranking, detailed student opportunities and staff investments, and gave timelines for the transportation center and high school additions.
Superintendent David Bell delivered the River Falls School District—s annual state-of-the-district presentation, foregrounding an eight-core-value strategic plan with five broad goals and 34 subgoals that will run through 2027. "I'm thankful to serve in this role and feel blessed to represent River Falls School District," Bell said, and he described the district's priorities as academic growth, student engagement and employee satisfaction.
Bell highlighted recent academic results: the district ranks in the top 17% on the most recent school report card and showed growth at River Falls Public Montessori Elementary. At the high school he noted an increase in the composite ACT score and a higher percentage of students passing Advanced Placement exams. He said the district uses multiple measures of achievement rather than relying exclusively on standardized tests.
Bell reviewed programs intended to support those outcomes, including expanded collaboration time for teachers, targeted math and reading interventions, and behavioral supports. He described college- and career-readiness pathways that generate "165 course offerings, 124 students earning college credit, 49 students participating in CVTC academies or associate degree programs, and apprenticeship opportunities in skilled trades such as electrical, plumbing, and HVAC."
Facilities projects tied to voter-approved referenda were a second focus. Bell and presentation materials showed photos and timelines for the transportation center, the high school multipurpose addition and gym renovations. He said the transportation center and the high school multipurpose addition are expected to be complete by October, and a community open house is planned for Nov. 4.
Bell also described efforts on character education, extracurricular activities and staff development. He said the district employs more than 500 staff members, with more than 60 employees who have over 20 years of service, and emphasized onboarding and mentorship programs to improve retention.
The presentation concluded with an emphasis on accountability and regular public reporting tied to the strategic-plan metrics; Bell invited the community to follow progress and participate in upcoming events tied to the projects and programs described.
The district's next steps include completion and turnover of construction projects this fall and continued public reporting on strategic-plan targets.
