Directors approved routine consent agenda items and updated the personnel manual to reflect recent MOU provisions including cost‑of‑living adjustments, 9/80 scheduling clarifications, bilingual allowance language and a vacation cash‑out option. All motions on the consent agenda and the personnel manual passed on roll‑call votes of 5–0.
Later in the meeting the board received notice that S&P conducted a periodic review following recent financing activity and reaffirmed the district's AA‑ credit rating on Feb. 13 after examining water sales trends, capital plans and projected debt. Staff said the review included discussion of declining water sales since 2020 and planned borrowing tied to CAP.
In open session after closed‑session negotiations, the board approved summaries of employment agreements for multiple staff positions including assistant general manager, district engineer and operations manager (two‑year terms with salary step placements and benefit adjustments), and a separate set of agreements for board secretary, IT, accountant and associate engineer (five‑year terms, vacation accrual increases and COLA adjustments). Roll call votes were unanimous.
