School board reviews major-maintenance budget, posts three projects for bid

Jamie Wilson, the district’s major-maintenance lead, told the board the fund "can only be used to maintain our buildings" and cannot be used to build new facilities. She reviewed the current budget picture and said the district had received about 75% of expected revenue through Jan. 31 and had roughly 42.21% of the fund remaining as of that reporting date.
Wilson flagged three projects now advertised for bid: Wheelan High School bleacher replacement, district key-replacement work, and gym resurface. She said bids were posted in the Casper Star and other county publications and emphasized that putting a project to bid does not obligate the district to award contracts on all items.
Wilson also said the district is awaiting a final HVAC invoice for Libby Elementary that she estimated at about $35,000. She told board members that major maintenance planning includes a May report from the maintenance department and that the board may choose how much of the fund to carry into the next fiscal year because there is no state cap on major-maintenance balances.
Board members pressed on timing and priorities. One trustee noted the Glendale boiler as a potential urgent replacement and another observed that many contracts will likely be completed between June and August depending on contractor schedules. Administration said some work may roll into next year’s budget if work cannot be completed before June.
The board did not make a formal procurement award at the meeting; they were presented the budget status, the pending invoice, and the three projects currently out for bid. The district plans to provide a fuller maintenance report to the board in May with updated cost estimates and recommended next steps.
