Orange County keeps car tax rate; adopts 21.66% personal property tax relief for 2025

The Orange County Board voted to adopt the recommended relief percentage under Virginia's Personal Property Tax Relief Act for tax year 2025.
Finance Director Andrew Oliver told the board the county's state allocation for the program is about $2,760,000 and is expected to remain flat through fiscal year 2026. "At our adopted tax rate of $3.60 per $100, the relief for 2025 works out to 21.66% for vehicles over a thousand dollars," Oliver said, and he recommended the board adopt 21.66% while continuing 100% relief for vehicles valued at $1,000 or less.
Board members clarified that the local tax rate will not change and that the relief percentage varies year to year based on the number and assessed value of eligible vehicles. One supervisor asked staff to study the feasibility and fiscal impact of targeted relief for volunteer fire and EMS personnel in a future cycle.
The board moved, seconded, and approved the resolution setting the relief percentage for tax year 2025; the vote was recorded by roll call and voice and the resolution passed.
