Board renews one-year aviation fuel contract with Campbell Oil Company

The Orange County Board of Supervisors authorized staff to renew the county’s cooperative contract with Campbell Oil Company for aviation fuel for an additional one‑year term, effective Aug. 8, 2025, through Aug. 7, 2026.

Amanda Amos, contract and procurement specialist, told the board that staff have been pleased with Campbell Oil’s service and that base fuel prices are unchanged from the prior year; "the only variable is the fuel surcharge, which is adjusted weekly based on market conditions." She said the surcharge was 32% at the time of last year’s presentation and 28% at the most recent vendor update. Amos reported that the county expended approximately $149,000 on aviation fuel in the previous fiscal year and budgeted $300,250 for fuel in the current fiscal year to allow room for usage increases and price fluctuation.

Board members asked for clarification about margins and retail pricing; a board member pointed to a memo noting a margin of 4¢ for jet fuel and 5¢ for avgas. Staff said they would obtain additional pricing calculations from Paul at the airport for any detailed retail margin analysis.

Supervisor S3 moved to authorize renewal of cooperative contract 23053 with Campbell Oil Company; the motion was seconded and approved by voice vote with no recorded opposition.

Next steps: staff will execute the one‑year renewal and provide any requested data on retail margins and pricing upon follow up from airport staff.
