Florissant council approves second drive-through lane, citing queuing study

Florissant’s City Council on May 12 approved an ordinance authorizing a second drive-through lane, menu board and new landscape plan at 975 North Highway 67 after a public hearing and unanimous vote.
Petitioner Ryan Swanson of Arc Design Resources told the council the proposal, filed on behalf of Florissant Custard LLC, would add a second drive-through lane north of an existing lane to ease peak-hour stacking and free parking spaces. “We performed a study, both a parking study and, a queuing study based on, known sales,” Swanson said, adding that the project should prevent up to 18 to 20 parking spaces from being blocked by cars waiting in line.
The owner-operator, Brianna Austin, who said she took over the Culver’s in January, answered council questions about operations and worker safety, saying employees who act as runners wear reflective jackets for early-morning shifts. “They are designated runners … and they know if they’re working after 05:00, they have to wear that vest,” Austin said.
Council members questioned specifics about lane configuration and parking. Councilman Manganelli asked whether the existing lane would be removed; Swanson said the existing lane would remain and a new lane would be added north of the bioswale with striping to combine lanes farther back. Councilman Childress pressed whether the studies would alleviate stacking issues; Swanson described the analysis of peak times and said the design increases stacking capacity while accepting the loss of a small number of parking spaces.
Resident Scott Hoyt spoke during public comment, asking whether a driver could abort the lane and leave; Swanson said the area would be striped rather than concrete so drivers could pull through to exit if needed.
Bill 10072 — the ordinance to amend Ordinance 8508 to allow the second drive-through lane, menu board and landscaping at 975 N. Highway 67 — moved through readings and passed on a roll-call vote, becoming Ordinance 9070. The council recorded unanimous approval on the final vote.
Next steps: the ordinance will be filed as Ordinance 9070 and the petitioner may proceed with site work and permitting under the amended requirements.
