With a tied vote the motion failed and the license was not granted. Council members who opposed the motion cited concerns about small-format 'airplane' liquor bottles and neighborhood impacts; proponents noted the standard application process and suggested petitioners could be asked to return with clarifying documentation if needed.
A member of the public and a legal representative present were not allowed to speak on the item because the council did not suspend its rules to permit additional testimony earlier in the meeting.
