Florissant council adopts regional hazard-mitigation plan, approves several budget ordinances and storm repairs

Florissant City Council on June 9 adopted a regional hazard-mitigation plan and approved multiple budget ordinances and transfers to cover tornado-related cleanup and equipment repairs.
Councilman Paul Manganielli summarized the meeting and said Resolution 1069 — adopting the 2025–2030 St. Louis Regional Hazard Mitigation Plan — passed. The council also passed ordinance 10075, an amendment to the 2025 annual budget to change the Public Works personnel schedule, and ordinance 10076, transferring a special-use permit for a restaurant at 340 Howdershell Road from Quadjet Enterprises LLC DBA Little Caesar's Pizza to Moe Pizza 1 LLC. “That went to 3 readings and was passed,” Manganielli said of those ordinances.
The council approved an appropriation of $22,815 (ordinance 10080) from the general revenue fund to a professional-services account to pay for storm-damage cleanup after the March 20, 2025 tornado. Council members also introduced ordinance 10081, an appropriation of $68,897.44 from the general revenue fund for repairs to the city’s Showmobile (portable stage) damaged in the March storm; Manganielli explained that insurance proceeds are first posted to general revenue and an ordinance is necessary to allocate those funds to the proper capital account. The transcript does not record the final vote on ordinance 10081.
Several other ordinances were introduced for first reading only: an amendment to special-use permit 8097 for an exterior wall stain change at 370 North Highway 67 (bill 10077); a rezoning request for Southside Property LLC at 1280 North Highway 67 (bill 10078); and a special-use permit request for a tavern/cocktail lounge for 1752–1756 North New Florissant Road (bill 10079). The council also considered bills to amend parking rules on a section of Saint Catherine Street (bill 10082) and resolutions related to the city’s investment policy and an intergovernmental investment agreement.
In addition to ordinance and resolution business, Manganielli announced the appointment of Mike Kiss Kister from Ward 9 to the Emergency Management Commission. The meeting included several routine community announcements about local events and volunteer efforts.
The council’s next steps are to continue the three-reading process for items that require further consideration and to place budget transfers into the proper accounts as insurance and revenue flows are recorded.
