Florissant adopts regional hazard-mitigation plan, approves tornado-recovery spending

The Florissant City Council on June 9 adopted Resolution 1069 to formally adopt the 2025–2030 Saint Louis Regional Hazard Mitigation Plan, authorizing the city to align local emergency planning with the Saint Louis regional document.
Councilman Egan moved for second and third readings and the resolution passed on a roll-call vote. During the meeting residents asked where to view the full resolution and supporting packet; staff directed members of the public to the city’s website and the posted packet at City Hall.
The council also approved appropriations tied to recovery from the March 2025 tornado. An ordinance appropriating $22,815 from the general revenue fund was approved to cover professional services for storm-damage cleanup. Separately, the council approved $68,897.44 to repair the city’s showmobile (a mobile stage trailer) damaged in the March tornado; staff and the mayor said that the cost will be reimbursed by the city’s insurance with the city liable for approximately a $1,000 deductible.
Resident Scott Hoyt asked whether the city obtained multiple bids and where to find the resolution. Staff responded that the packet is posted online and on the bulletin board and that the showmobile repair is an insurance claim with repair bids reflecting the insurer’s scope of work.
The council closed public comment on the resolution and moved on to other business.
