Delaware County Board approves several 2025 budget amendments and transfers; public hearing set for Nov. 25

Resolutions passed included: acceptance of funding from the New York State Office of Community Renewal (Resolution 181); designation of Delaware County as local sponsor for a snowmobile grant planning project (Resolution 182); transfer of funds for the Veteran Service Agency (Resolution 183); a transfer to support legal-aid/indigence matters (Resolution 184); a budget amendment transferring funds for the Department of Mental Health (Resolution 185); a payroll-line reallocation within the Department of Public Works intended to realign estimated payroll among road/bridge, maintenance and snow lines without increasing the overall budget (Resolution 186); and additional transfers and budget-adoption steps (Resolutions 187–190).
A presenter summarized the county budget as not exceeding the tax cap and noted an estimated tax increase figure (reported in the meeting as 3.4929%), which the presenter said remains within the county’s growth factor. The board set a public hearing on the proposed budget for the next meeting on Nov. 25 at 1:00 p.m.
On the public-works payroll question, a supervisor asked whether additional funds were needed because of unexpected salary increases or overtime; a department representative replied that payroll had been divided across three lines (capital/road/bridge, maintenance and snow) and the transfers simply move budgeted dollars to the lines where they are expected to be spent, with “no impact to overall budget.”
Every resolution called was carried by roll call with affirmative votes from those present. Several motions were moved and seconded on the floor; where a mover or seconder was not clearly identified in the transcript the board record shows the motion and a recorded roll-call approval.
