Council hears final-plat presentation for Manors at Coke Park Plat 2 and staff’s proposed lighting regulations

Jeffrey Siman of the Sterling Company represented the Manors at Coke Park Plat 2 final plat, describing the second and final phase that will add 53 single‑family lots similar to the 52 lots in Plat 1. No public comments were recorded; the hearing was closed and the item was listed for subsequent readings.
Separately, city planning staff (Debbie Irvin) presented a proposed ordinance to add a lighting-regulations section to chapter 405, article 6. Irvin said Florissant had relied on St. Louis County guidance for site-plan review and that staff researched comparable municipalities — including Chesterfield, University City and Hazelwood — and MoDOT standards to draft a Florissant-specific lighting code. The council asked no substantive follow-up and the public hearing was closed; the ordinance will proceed through the required readings and possible amendments.
Both items were informational and advanced through their procedural steps; final approvals (for the plat and for a lighting ordinance) will come at a later meeting if council votes to adopt the measures.
