At a public hearing on Aug. 25, petitioner Timmy Moore described plans to open Celebrity Barbecue and Soul Food Restaurant LLC at 1752–1756 North New Florissant Road in Florissant.
Moore said the business has operated in Ferguson and on Bellefontaine Road for years and will offer breakfast/lunch/dinner at other locations but intends to open the new Florissant spot for lunch and dinner (approximate opening at 11 a.m., closed Mondays). He told the council he does not plan to apply for a liquor license for the Florissant location, saying, “I don’t feel that I need to,” and that the business wants a family environment.
Moore said he will install a full kitchen that meets St. Louis County Health Department code; he described using an existing hood and equipment and adding a new pass-through window for servers. He told the council he plans permanent outdoor barbecue pits to cook food that will be brought inside for sale and delivered to customers. On security he said the restaurant will install ADT cameras inside and outside.
Council members asked about live entertainment, cover charges (Moore said there would be no admission charge), hours (weekday closing about 10 p.m., weekend permission requested to 12 a.m.), and the timeline for interior renovations. Moore said the benches and window obstructions on the storefront would be removed to improve visibility and safety.
No members of the public addressed the hearing. Councilman Siam moved to close the public hearing, seconded by Councilwoman Parson; the motion carried and the council closed the hearing. The agenda later listed Bill 10107 (special use permit for Celebrity Barbecue) for first reading.
Next steps: the ordinance authorizing the special use permit was read for first reading; further hearings or votes will be required for final approval.
