The Florissant City Council held Public Hearing 2508019 on Aug. 11 to consider amending section 405161 of the Florissant code to add certain permitted uses in the Historic Business District.
City staff and a business representative described proposed additions: speculative suites (commercial spaces leased to tenants who must follow existing permitted or special‑use restrictions), private postage services and virtual mailbox businesses. Staff said the Planning & Zoning Commission recommended that speculative suites and tenants follow the Historic Business District’s existing permitted and special‑use rules.
Council members raised practical questions about package deliveries and parking capacity. Staff noted additional on‑street parking along Jefferson Street and indicated that delivery activity was not expected to create a traffic problem. After questions, Councilman Shildroff moved to close the public hearing; the motion was seconded and carried.
The council read the related ordinance for first reading and left further action for subsequent agenda steps and procedural review by staff and commissioners.
