Special-use and rezoning approvals: After public hearings the board approved a special-use permit to allow a family day home (childcare) at 588 Third Street (applicant Jacqueline Bush) following staff confirmation of state licensing and a unanimous planning commission recommendation. The board also approved a special-use permit for a refuse collection center in the Dryden community (county-owned property) and a rezoning for White Rocks Rentals to consolidate split zoning to A-1 agricultural.
Waterline grant: The county administrator presented documents for the Flare Gepp waterline extension project and requested board authority to complete grant paperwork. The board authorized submission of a CDBG grant application of up to $720,000 (resolution 25-016) and approved the paperwork necessary to pursue the funding.
Regional-improvement funds: Administrator reported a $941,860 allocation from the regional improvement commission (casino-derived funds). The board adopted resolution 25-12 to allocate $470,000 for fire and EMS and the remainder to an education account and authorized sending a verification letter certifying prior-year uses as the commission requires.
Settlements and contracts: The board voted to participate in two settlement agreements (one described in the packet as a 'Henry Sheen' settlement and a second opioid settlement) and approved the community services performance contract and associated resolution (25-011). The motions passed by voice vote.
As part of regular business the board also approved a supplemental appropriation, emergency invoices and payment of routine bills.
