County engineering staff presented a request to acquire additional property rights by eminent domain to expand an existing easement for the Presidential Village pump station, a component of the Perkins Corner wastewater treatment plant decommissioning and an ARPA-funded project. Staff said the parcel’s HOA is defunct, other options had been exhausted and an appraisal placed fair value near $5,700.
Board members and the public asked how taxes and ownership would be handled if the HOA is defunct. Staff explained the land appeared to be tax‑exempt for public use and any funds would go to the general receiver until a claimant emerges. Members expressed concern that the public had not yet been able to download the agenda documents because of a county website outage, so the chair left the public hearing open and carried the item to the next scheduled meeting so residents could review the posted materials and comment.
The board asked staff to leave the hearing open, post documents clearly, and return with the resolution and any additional details needed to proceed with property-rights acquisition if necessary.
