The applicant also proffered trail and park contributions and workforce-development funding.
On fiscal questions, the applicant’s financial representative projected a long‑term net fiscal impact (real estate plus tangible personal property taxes) of roughly $120 million per year at full stabilization; the applicant estimated full stabilization could take up to 15 years depending on lease-up and power‑delivery timing. Commissioners asked follow‑up questions about phasing and power availability; applicant representatives said they had preliminary confirmation from the local electric cooperative and Dominion that phased substation buildouts (300‑megawatt increments) would be feasible pending commitments and transformer orders.
Commissioners voted through a suite of related items: the rezoning, comprehensive-plan amendment, special exceptions for increased building height and screening/walls, and an HCOD (Highway Corridor Overlay District) exception for more than one Route 301 entrance. Each motion to forward the Dahlgren items with proffers passed on roll call votes that the commission recorded as favorable.
What’s next: The Board of Supervisors will consider the commission’s favorable recommendation at a public meeting. Staff and applicant materials indicate several infrastructure items (substations, transformer orders, proffer timing) remain to be finalized prior to or concurrent with site plan approval.
