Board approves construction change order, personnel items and routine business; paving projects approved contingent on legal review

The Buchanan County Public Schools board conducted routine business after the ceremonial portion of the meeting, approving a series of motions that included a construction change order, personnel actions and grant agreements, while deferring a final go-ahead on certain paving projects until legal review and funding confirmations were completed.

Motions approved included certifying the closed session, approving Change Order Number 5 to the Skanska building package, accepting a deed of release of covenants related to a subdivision, and authorizing an Appalachian natural gas easement contract "with legal review," according to the meeting record.

The board also approved last month’s minutes, routine payables, a student transfer petition (Twin Valley High School to Hurley High School), the federal Title I annual plan and several SSO grants. Two staff resignations were accepted with public thanks; substitute and volunteer coach lists were approved and a recommended bus driver hire was confirmed.

A substantial portion of the meeting was devoted to debate over paving contracts and parking-lot projects at several schools, including Twin Valley, Riverview, Hurley Middle and Council. Board discussion identified a previously cited pool of supervisors’ funding applied to prior paving work and addressed contract pricing by ton under an existing vendor agreement ($89 per ton under contract). A figure of roughly $273,000 for the Hurley project and $21,000 for Council were cited in the discussion. Legal counsel and several board members recommended a final legal review of contract scope and potential conflict-of-interest questions before executing additional paving work.

Board member Thornberry is recorded as reiterating the prior motion language endorsing paving bids with Twin Valley to be started first; the assembled motion ultimately included language that the work proceed "pending legal advice" and contingent on available funds from the county supervisors.
