Carey said the applicant now owns the majority of lots within the condominium and intends to divide the parcel into two lots to add two affordable mobile‑home rental units. Planning & Zoning staff submitted the approved park site plan, a DelDOT service‑level evaluation response, and a staff analysis; staff reported no public comments and the commission recommended approval with four conditions.
Councilors asked about setbacks and spacing between existing and proposed units; the applicant confirmed the proposed lots would meet the same setbacks and standards as current units. No in‑person or remote public commenters spoke in favor or opposition. Counsel moved to adopt the ordinance and the council voted to approve CU2479, with members saying they based their votes on Planning & Zoning's reasons and the testimony heard at the hearing.
The conditional‑use amendment allows the addition of two lots within the existing mobile home park subject to Planning & Zoning conditions. The applicant indicated the additional lots are intended to expand affordable rental options within the Riverwinds community.
