During public comment, two residents urged the county to move quickly to limit large subdivisions and to adopt impact fees.
Allison White of Lewes said the land use reform working group has produced recommendations to prevent growth from outpacing infrastructure and urged a "targeted time limited pause" rather than a full moratorium. She said a pause could be limited to "large subdivision applications on level 4 lands" and warned that already‑approved subdivisions, if constructed, could increase Sussex County's population by "more than 9%" without sufficient infrastructure improvements.
Jay Dean Abbott said he wants urgency on either a moratorium or similar pause and on adopting impact fees. Abbott cited two large projects — the Draper property near Milton and another project on Route 9 — that he said would total about 3,000 homes and said he identified over 5,000 new homes that are approved and "done deal." He urged council to review how neighboring counties implemented impact fees as a model.
Council did not take immediate action on these public comments during the meeting; the remarks were recorded as part of the public comment period.
