- Sugar Maple Farms Road Improvements (Project T25-40): The council approved awarding the road-improvement contract to the lowest responsible bidder, Jerry's Inc., in a not-to-exceed amount of $374,224.86. Mark Parker explained the community's prior resolution and the partial resident contribution that helped lower per-resident assessments.
- Chesapeake Utilities customer advance amendment (airport): Council approved the first amendment to the customer advance agreement with Chesapeake Utilities to extend natural gas to the air-park area adjacent to the airport. The utility revised its model and, after negotiations, staff said the county's additional upfront contribution would be roughly $98,825 and the utility agreed to extend the payment timing to 12 months after project completion.
- Loop Project change order (Contract S24-01): Engineering staff recommended and council approved increasing the base contract by $909,915.98 to finalize distribution headers, power and controls and other final loop components.
- Wolf Neck Regional Wastewater Facility emergency amendment: Council approved a $75,000 increase tied to analysis and removal work and dredging remobilization after power and sequencing issues delayed portions of the construction and required additional dredging and contractor remobilization.
Community grants and personnel actions
- Grants: The council approved a batch of district-funded grants to community organizations, including Leadership Delaware ($4,000 combined from council members), Historic Georgetown Association ($2,500), Millsboro Little League ($2,500), Greater Milford Chamber ($1,000), Bethel Historical Society ($4,000), Greater Millsboro Chamber ($2,500), and New Coverdale Outreach Mission ($1,500). Each grant was moved, seconded and approved by recorded vote.
- Personnel reappointment: The council reappointed Cathy Newcomb to the Sussex County personnel board for another three-year term; the motion passed unanimously.
