Sussex County Council unanimously adopted an ordinance to grant a conditional use permit allowing an on‑premise electronic message center (EMC) sign on a roughly 19.3‑acre parcel owned by High Tide Church near 9 Foot Road in Dagsboro.
Mark Davidson, principal land planner with Pennoni Associates, presented the application on behalf of the church and said the proposed EMC would meet county setback rules and the EMC regulations covering brightness and message timing. Davidson told the council the property is served by county sanitary sewer and has on‑site fire suppression, and that the proposed sign would sit roughly 200 feet from adjacent dwellings.
The Planning and Zoning Commission met on July 23 and recommended approval; Davidson said the commission’s motion and the draft minutes were submitted to the council and that no public comments were received as part of the county’s packet for the hearing. Counsel checked for in‑person and remote speakers and reported none.
After the presentation and the closure of the public record, counsel moved to adopt the ordinance. Council members who spoke during the recorded vote said they were voting in agreement with the Planning and Zoning recommendation and the testimony presented at the hearing. The motion carried by recorded vote.
