Sheridan County approves revised FAA grants and awards $9.41 million taxiway contract

Sheridan County approved revised federal funding applications and a construction contract Aug. 5 to advance a multi-schedule realignment of Taxiway A at the county airport.
Airport manager Robert Gill said revised applications seek $9,774,411 in federal funds for the realign-taxiway Alpha project, with the Wyoming Aeronautics Division and a local match of $257,221 each, putting total project cost at roughly $10,288,853. Gill described the request as consisting of AIP entitlement funds, BILT (as transcribed), and FAA discretionary dollars.
After discussing bids received, Gill recommended awarding schedules 1–5 to Austin Hall Construction (low bidder) with a total bid of $9,412,777. Commissioners asked about the roughly $898,370 difference between the earlier estimate and the low bid; Gill explained scope additions (additional taxiway connectors and geometry fixes), use of future entitlement funds and FAA discretionary funds over multiple grant years, and recommended approving a multiyear grant agreement to cover the scope.
The board authorized the chairman to sign the revised grant applications and then voted to award the contract and authorize associated signatures. Commissioners noted improved project assurances compared with prior versions and supported proceeding with the multi-year funding strategy.
