County planner briefs commissioners on subdivision fencing petition; new public-health nurse manager introduced; trailhead idea deferred to regular meeting

County planner Mark Reed updated commissioners on routine land-use activity and flagged a potential fencing dispute at the Early Grama subdivision that may need the board's attention.

Reed said he had not received an official request from residents or owners but had heard reports that neighbors and owners were not in agreement. "As you'll recall, when you guys approved the subdivision, the condition was to take up some sort of a written agreement on that fencing disagreement," Reed said. He encouraged interested parties to submit an application so the planner's office can place the matter on a future agenda.

The commission also welcomed Heidi Smith as the new public-health nurse manager. Smith said it was her first day and staff noted it might take time for her to get up to speed; the chair and other commissioners welcomed her.

Commissioners discussed a suggestion to relocate the Penrose trailhead to Centennial Park to shorten the walk to the trail. Concerns included trailer parking and existing park rules that currently prohibit trailhead parking. Several commissioners said the item needs to be scheduled on a regular meeting agenda rather than discussed informally; staff was asked to prepare details and the item was set for the next regular meeting two weeks later.

Next steps: Residents or property owners who want the fencing condition revisited should submit materials to the planning office; staff will prepare Penrose trailhead options for the next regular meeting.
