Sheridan County agrees to sponsor School District No. 2’s CDBG demolition grant application

The Sheridan County Board of Commissioners voted Aug. 25 to authorize the chairman to sign a letter of support for Sheridan County School District No. 2's Community Development Block Grant (CDBG) application to demolish the old Holly building and prepare the site for a future career‑technical education center and athletics facilities.
Brandon Finney, business manager for Sheridan County Schools, said the district has secured preconstruction requirements and is "shovel ready"; he told the board the project is reimbursable and that the district can cash‑flow the demolition while awaiting grant reimbursement. Finney said the district currently manages roughly $12 million in its depreciation fund and a finance team overseeing about $72 million in state and federal funds.
County staff explained the CDBG process and said a government sponsor is required; the letter of intent to the state authority is due Aug. 29 and the full application is due Sept. 30. Staff noted the city also intends to submit a hub application; when both city and county sponsor projects in the same community the state evaluates them as separate governmental entities, which can result in competition at the state level.
A motion to have the chairman sign the county letter of support passed by voice vote after a second. The record shows Commissioners Arzih and Jennings voted against the motion.
