Board approves airport lease amendments, several planning agreements, road-vacation notice and a budget amendment

Sheridan County commissioners took a bundle of administrative and planning actions on Sept. 16, approving several agreements and routine items across airport operations, conservation and county services.
Airport leases: Robert Gill, the county airport manager, recommended Amendment No. 1 to extend an existing airport lease assigned to Big Horn Airways Inc. through Dec. 31, 2025, to allow more time to solicit long-term proposals; the board voted to approve the amendment. The board also approved a lessor’s consent to assign a land lease from McDonald & McDonald II Land LLC to Big Horn Airways.
Conservation and infrastructure: County engineer Ken Mueller described a proposed Sheridan County — Conservation District agreement to design bank stabilization and other improvements along the Tongue River within a county recreation area. The Sheridan County Conservation District committed $75,000 for design work; commissioners voted to approve the design agreement and noted county funds would be considered if the ultimate design costs exceeded that amount.
Public services: The board approved an equipment-use agreement to allow organizers to check out road-closure signs and barricade kits for events upon a $250 deposit, returning funds if equipment is returned undamaged. The board also approved a resolution of intent to vacate part of County Road 85 (Rapid Creek Road), initiating required public-notice and claims procedures.
Budget: Commissioners held a required public hearing and approved FY24/25 budget amendment No. 2 to cover employee health-benefit expenditures that exceeded original line-item amounts (approximately $74,874.37).
What’s next: Staff will post public notices for the road-vacation process, accept proposals for airport lease replacements, begin engineering procurement for the river-stabilization design and process the budget amendment.
