Clerk summarized consent items including the nomination of Walter Yess to the landmark commission, a police-department budget amendment recognizing a $5,992.44 reimbursement from Utility Associates Inc., multiple right-of-way and alley vacation requests, authorization to sell specified city-owned properties, and a contract with Baron Snow and Moe LLC for snow-and-ice removal at city facilities. The council approved a $76,102 set of budget increases across parks and recreation funds to cover increases in minimum wages. The council also announced acceptance of a FY24 State Homeland Security Program grant for $43,996 and authorized the purchase of a trailer-mounted diesel generator ($34,000) and rapid-charger tool kits ($9,996.15) to support regional emergency management.
Separately, the council voted to repeal a temporary moratorium that had prohibited dumping construction and demolition waste at the city landfill; the repeal passed by a recorded vote of 9 ayes. The clerk also read, for first reading, several items including a $520,717.61 rollover of unspent public-health grant funds, airport project change orders totaling $18,331, a proposed $250,000 landfill-fund appropriation for potential engineering services, and authorization to use Edward Byrne Memorial Justice Assistance Grant funds ($33,683) to purchase automated license-plate readers for the police department and Buchanan County Sheriff's Office.
Council member Novak moved and council member Trout seconded acceptance of the consent agenda; the motion carried 9-0. The meeting also included a brief city-manager report announcing that bids were received for the St. Joseph Bridal Shelter project and that construction could begin this spring with an anticipated November completion.
