Planning staff recommended rezoning 1826 St. Joseph Avenue from C-3 commercial to R-2 two-family residential to allow single-family redevelopment. Staff told the commission the lot is small, previously held a house demolished in 2019, and is adjacent to existing single-family homes to the south and a church to the northwest.
Applicant Dale Hallman, who identified himself as being from 1510 South 401st Street (transcript: "1510 South 40 First Street") in St. Joseph, said he bought the property because it had a two-car garage and also owns a nearby lot with a dilapidated house he plans to demolish and replace with a remodeled single-family dwelling and a garage. "I thought, well, I'll put a house on it," Hallman said, describing contractor advice that the neighboring structure was better demolished than repaired.
Staff said the lot’s size makes commercial redevelopment unlikely and that returning it to residential use is consistent with neighboring lots. No public opposition was recorded. A motion to approve was moved, seconded, and approved with recorded yes votes from Christie Green, Tom Richmond, Tim Walker, and Brett Hausman. The recommendation will be forwarded to the mayor and council for final action.
The staff report cited a development history on the block with records limited for the specific parcel and said the home on this lot had been converted to a storefront before being vacated and ultimately demolished in 2019.
