Applicant says Crescent Drive parsonage will be converted to single-family; commission recommends downzoning

Applicant Kylie Strowell, who gave her address as 1709 Crescent Drive, St. Joseph, Missouri, told commissioners she originally considered using the building as a rental but now plans to make it a larger owner-occupied single-family home suited to “maturing/aging” needs. She said the interior is an open shell and estimated the structure at about 2,400 square feet: “So it's 2,400 square feet with just 4 walls right now,” she said. Strowell said her husband and son will help design the interior and that the final use (owner-occupied or rental) will depend on those plans.
Staff noted the existing C-1 zone permits multifamily but prohibits single-family use; because the owner seeks single-family use, staff recommended a downzoning to R-4 to match surrounding residential zoning. No members of the public spoke in opposition. A commissioner moved to approve the recommendation; the motion was seconded and approved with recorded yes votes from Christie Green, Tom Richmond, Tim Walker, and Brett Hausman.
The matter will be forwarded to the mayor and council for final action.
