St. Joseph council approves consent agenda, advances ordinances and amends real-estate contract

The St. Joseph City Council approved a broad consent agenda that included nominations to the Landmark Commission, Downtown Review Board and Planning Commission; amendments and appropriations for capital and maintenance funds; purchases for city facilities and police equipment; and contract and budget actions for parks and other projects.
Specific consent-agenda items read into the record included: the nomination of Zach Dudley to the Landmark Commission and Timothy Doyle to the Downtown Review Board; multiple ordinances and budget amendments (for example, window shades for City Hall, resurfacing of the Noyes Tennis Center court), and grant- and purchase-related entries such as authorization for radios and upfitting vehicles for the police department. After no items were removed, the consent agenda passed 9–0.
On separate motions, the council voted 9–0 to move an ordinance that would consolidate four trade appeals boards into a single Trades Board of Appeals to the next standing council meeting so it would coincide with a related item. Council also approved attaching exhibits A and B to a real-estate sales contract concerning 24 acres at 2202 Alabama Street to facilitate a protein manufacturing facility; that motion was made by Council member Grimm and seconded by Council member Novak and passed 9–0.
Several other bills received first reading, including items on server-license exceptions, animal-services language updates, pool and golf-course fee increases, an HVAC upgrade at the Remington Nature Center, and a preliminary plat for Country Lane Estates; those bills were presented for first reading only and require future action.
