Two residents, Carrie Jackson and Ralph Hamp of 1701 Howard Street, told the council they were ticketed and had a tow tag placed on a vehicle parked in front of their home.
Ralph Hamp said the ticket was for timed parking despite the family parking at the curb for years. "We got a tow ticker, overtime parking ticket, and a tow tag stuck on our Mustang," he said. The speakers said nearby businesses and semis park in no‑parking areas and on sidewalks, and that one of their vehicles had been struck previously by a commercial vehicle parked on the street.
The city manager invited the speakers to speak with the deputy chief after the meeting to determine whether an enforcement mistake occurred and to resolve the situation. The speakers said they had already paid the ticket.
The city also noted it would have staff look at a separate nuisance issue the speakers raised (overgrown weeds and a hollow tree at the neighboring property). The council did not take formal action on the parking enforcement complaint during this meeting; instead, staff follow‑up was requested.
