St. Joseph council approves agenda and consent agenda; first readings cover landfill, streetscape and technology investments

The St. Joseph City Council unanimously approved its meeting agenda and consent agenda and heard first readings on several ordinances covering infrastructure, landfill financial assurance and a technology investment. Council members voted 9-0 to accept the agenda and later voted 9-0 to approve the consent agenda.
The consent agenda included resolutions and contracts that will move forward without separate debate. The clerk read a change order with Lawhon Construction Company for structural improvements to the Phil Welch project funded by park sales tax ($674,611.09); a one-year security service agreement with Bridal B Security Services for $47,211 (with renewals available) to provide security at the Sixth Angelique Mass Transit Transfer Center; a unit price contract with JD Bishop Construction, LLC in the amount of $1,135,374 for the Charles and Sylvania Street streetscape project; a funding agreement with the Allied Arts Council of Saint Joseph for $32,950 to support fine arts programming; and a $25,000 contract with Cornelius Wrecking LLC to demolish a vacant structure at 518 South Twelfth Street using the vacant structure stabilization program funds. The council also approved a Lexipol purchase (policy and training software) for an initial implementation price of $77,186.40 funded by police sales tax funds.
During the clerk’s first readings, the council was presented with several ordinances for future action, including a proposed funding agreement with Friends of the Animal Shelter (up to $225,000) for the new animal shelter construction; an ordinance committing a total financial assurance amount of $19,860,418.56 to the Missouri Department of Natural Resources for closure and post-closure costs for the St. Joseph Sanitary Landfill (Permit No. 102104); a driveway access request for 3024 Ashland Avenue at the Parkway system for property owner Dr. Kelly Neal; a rezoning/redistricting request for properties on Jones Street submitted by Amy Goff; an ordinance to waive the St. Joseph Housing Authority’s payment in lieu of taxes for fiscal year 2025–26; and an ordinance authorizing an investment in the city’s technology services not to exceed $997,659. Those items were presented for first reading only and were not voted on at this meeting.
