Commission approves city-initiated rezoning to R-2 to reflect residential use

The City of Saint Joseph Planning Commission voted to approve a city-initiated rezoning that reclassifies a list of parcels from C-3 (Commercial) to R-2 (Family Residential), a move staff described as a correction to reflect existing residential uses.
Staff said the proposal narrows the earlier map to exclude commercial properties and focuses on parcels already used as residences. "At the last meeting, there were concerns by the businesses... so city staff took that into account, redrew the map, and are now asking for, just the change in the zoning for the areas that are currently being used as residential," staff told the commission.
Commission members said they appreciated the compromise, noting neighborhood conditions and the desire to allow residents the ability to rebuild homes where they exist. One commissioner said the change was intended to "clean things up so that... when a house comes down or something that it can be rebuilt as a residence rather than business." Commissioners who spoke in favor commended staff for listening to prior public concerns.
No members of the public spoke for or against the city-initiated rezoning during the public comment period. A motion to approve the rezoning, made and seconded in the meeting (first by Lily, second by Coldry as recorded), passed on a roll-call vote.
Staff said there are no immediate redevelopment plans tied to the rezoning; the recommendation will be forwarded to City Council for final action through two readings.
