St. Joseph council approves consent agenda, postpones ARPA-funded property purchase

The St. Joseph City Council approved a broad consent agenda Sept. 2 that included board appointments, budget amendments and a series of resolutions authorizing equipment and service purchases. The council voted 9–0 to adopt the consent agenda after the clerk read items ranging from appointments to the Tax Increment Financing Commission and Human Rights Commission to purchases of vehicles, street equipment and software.
Notable consent-agenda items read by the clerk included a nomination of Steven Davis to the Tax Increment Financing Commission, an ordinance authorizing compliance checks with the Saint Joseph Youth Alliance funded at $8,160, a final plat approval for Creek Woods Plat 3 (15 lots), an ARPA amendment listed for the city’s HOME plan, a public-health incentive grant acceptance of $31,447 from the Missouri Department of Health and Senior Services, and a transit software purchase described as $399,878 from Trapeze Software Group (DBA TripSpark Technologies) with a $99,878 amendment to the mass transit fund.
The council also considered and passed a motion to postpone an ordinance (read as number 45) that would authorize the purchase of property at 110 South Eighth Street and an associated ARPA budget amendment listed at $50,000. Council member Grimm moved and Council member Trout seconded the postponement to Oct. 28, 2025; the motion passed 9–0.
Earlier in the meeting the clerk announced two public hearings scheduled for Sept. 29, 2025: one on an amendment to the city’s HOME ARPA second-year annual plan and a second on the Consolidated Annual Performance and Evaluation Report for the Community Development Block Grant and HOME programs; no public comments were made during the meeting and both hearings were closed.
City staff provided a brief city manager report thanking volunteers and noting approximately 650 runners participated in the recent Saint Joseph Marathon. The meeting adjourned after no further business was offered.
