St. Joseph council approves consent agenda, schedules hearings and postpones property purchase

The St. Joseph City Council approved a consent agenda that included appointments, budget amendments, equipment and vehicle purchases, construction work orders and several program and grant authorizations.
During the clerk’s reading, Mayor Jozendahl nominated Steven Davis to serve on the Tax Increment Financing Commission to fill a vacancy; the clerk also read other appointments, including a Human Rights Commission nomination. Council member Novak moved to accept the consent agenda; Council member Trout seconded. The council voted 9–0 to approve the consent agenda.
The consent-agenda items read into the record covered a wide range of routine municipal business: amendments to zoning and code language, an amendment to the City’s second-year HOME ARPA annual plan and an amendment to the Community Development Block Grant fund budget, acceptance of a Missouri Department of Health and Senior Services incentive funding award for public health programs, software licensing and passenger-routing software procurement (TripSpark/Trapeze), a Road AI subscription procurement for street-rating services, multiple vehicle purchases for police and parks, purchase and installation authorizations for stadium lighting, change orders and work orders for park and street projects, a request to execute a purchase order for the Eastern Road resurfacing project, and authorizations to contract for household hazardous-waste disposal and other services.
A separate ordinance to purchase real property at 110 South Eighth Street from the Jeffrey Paul and Marie Evans Trust and to allocate $50,000 in ARPA funding was moved for postponement. Council member Grimm moved and Council member Trout seconded a motion to postpone consideration of that real-estate purchase to the Oct. 28, 2025 council meeting; the motion carried 9–0.
The clerk also read a package of bills for first reading (Nos. 48–62) covering items such as code updates to align with recent state law, multiple rezoning requests, acceptance of developer payments and HUD planning grants, and transit and transportation grant agreements. No public speakers addressed these items during this meeting. The city manager closed with a brief acknowledgement of the recent St. Joseph Marathon and thanks to volunteers, and the meeting was adjourned.
Several dollar amounts were announced during the clerk’s reading; a small number of figures in the oral reading appear to contain typographical inconsistencies and should be confirmed in the official ordinance and resolution texts available through the city clerk’s office.
