O'Fallon council approves consent calendar, multiple plats and contract resolutions; introduces Aldi bond ordinance

Record plats and ordinances: council members advanced and adopted a series of plats for the Harvest at Hopewell subdivisions and Market Center record plat. For example, Bill 77‑51 (Market Center Subdivision adjusted Lot 1 and Lot 4) was adopted and became Ordinance No. 7205 after recorded votes. Bills 77‑52 through 77‑58 (various Harvest at Hopewell plats and related record plats) were also moved through second readings and adopted by unanimous recorded votes where shown.
Contracts and resolutions: council approved several resolutions authorizing procurement and supplemental agreements: a contract with Brenntag Mid South for water treatment chemicals (not to exceed $53,532); an agreement for two volumetric concrete mixer trucks (Holcomb/CVI LLC) in an amount not to exceed $782,004.86; a supplemental agreement with Burns & McDonnell for wastewater grit removal improvements (not to exceed $101,063); and a small change order with Caliber Public Safety for DigiTicket code‑enforcement enhancements (not to exceed $1,260). Aldi industrial revenue bond ordinance introduced: council heard the first reading of Bill 77‑50, an ordinance that would authorize taxable industrial revenue bonds for an Aldi Inc. project (project series 2025) in a principal amount not to exceed $100,000,000 to fund acquisition, construction and equipping of a warehouse facility. The bill was introduced by council and will return for further readings and consideration; no final approval of bonds or abatement was recorded at this meeting.
Dutch Bros conditional use permit: council received the conditional use permit request and site plan for a Dutch Bros drive‑through at 100 Crossroads Plaza. Planning staff and the applicant described stacking lanes and landscape requirements; members of the public urged careful attention to stacking, pedestrian crosswalks and landscaping. The item was presented and set for future action under the zoning/bill process.
