O'Fallon council adopts Caledonia Flats CUP and approves a slate of ordinances and resolutions

The O'Fallon City Council on April 24 adopted four ordinances and approved several resolutions covering land use, municipal code changes and project agreements.
An ordinance (Bill 77-41) granting a conditional use permit to Caledonia Flats to allow residential dwellings in a nonresidential structure at 211 Rush Way passed on final reading by a 7-2 vote and will be filed as Ordinance No. 7201. The ordinance text was read into the record before discussion, and Councilmember Jeff Keoughan said during debate that while the project could attract a high-end optics tenant, he was concerned the proposed one-bedroom apartments would occupy commercial square footage and said, "my vote tonight will be no."
Two other conditional-use items — Bill 77-42 (a hotel on Technology Drive) and Bill 77-43 (Meadowood Estates phase 3) — were approved on second reading unanimously and became Ordinances No. 7202 and No. 7203, respectively. Council discussion on Meadowood Estates acknowledged a shortage of senior housing and mixed views about unmet commercial commitments by the developer; Councilmember Smith said the senior housing is needed and predicted it would fill quickly.
Council also passed Bill 77-44, amending land-use provisions in Title 4, Chapter 400, by a unanimous vote; it will be Ordinance No. 7204.
On non-ordinance items the council approved smaller administrative and grant-related resolutions, including a supplemental agreement for pretreatment consultant services not to exceed $60,000 and an endorsement for a Historic Preservation Commission grant application; the consent calendar carried on a 10-0 voice vote.
The meeting record shows the council followed required procedures for second readings and final passage and that most land-use items passed with minimal recorded dissent beyond the Caledonia Flats debate. The council moved on to other scheduled business after the votes and later took up contract approvals for capital projects and other matters.
