O'Fallon staff present FY2025 CDBG annual action plan and eligible activities

Hoffman said CDBG is a HUD entitlement program targeted to low‑ and moderate‑income households and noted O'Fallon has been an entitlement community since 2004.
Hoffman outlined proposed uses of the anticipated funding: interior and exterior home repairs (including mobile home repair), public services (up to 15% of the allocation) such as transportation and emergency homeless prevention, administration and community planning. She identified an anticipated entitlement amount of about $349,633 (based on the 2024 entitlement) and said the federal continuing resolution means the city is expected to be level‑funded for the coming year.
Hoffman clarified that HOME‑eligible programs — including the city's down‑payment assistance, affordable rental activities and radon testing — are administered by the St. Louis County HOME Consortium and are not funded through CDBG.
Council members thanked the presenter and asked clarifying questions about income limits, program eligibility and coordination with county HOME programs. Staff confirmed that income limits were updated in April and that the city would continue to prioritize limited‑clientele and housing activities that serve low‑ and moderate‑income residents.
Next steps: staff presented the plan for council review; no vote on adoption was taken at this meeting. Staff will proceed with any required public‑notice steps and return to council if formal adoption is needed after public comment and required consultation with the HOME Consortium.
