Council approves Tom Ginevra intersection improvements, debates temporary signal and MoDOT restrictions

The O'Fallon City Council approved a package of intersection improvements on May 22, including a permanent roundabout for Tom Ginevra Avenue at N. Cool Springs Road (Ordinance 7216) and a temporary signal at Weldon Spring Road and Technology Drive (Resolution 5 22 2025 h, not to exceed $100,000).
Council debate focused on resident safety, timing and MoDOT permitting. Several residents and multiple council members said the current intersection is dangerous and that an interim signal or trailer-mounted light could have been installed more quickly. Council member Keoughan said he was "aghast" that MoDOT would not allow a trailer-mounted temporary light and criticized the cost and time required to erect the city's temporary signal. Staff explained MoDOT will not permit trailer-mounted units on that stretch and required post-closure traffic studies before changing permanent controls.
Council members Ragsdale and Cook announced their 'no' votes on the roundabout, citing constituent safety concerns for Wards 1 and 5 and teacher/staff concerns at a nearby Christian high school; other members supported the long-term solution. The roundabout ordinance passed 7-3 and became ordinance number 7216.
Separately, after extended discussion about detour patterns and a pending MoDOT closure of Technology Drive, the council approved a design and construction authorization for a temporary signal at Weldon Spring Road and Technology Drive in an amount not to exceed $100,000 (Resolution 5 22 2025 h). The temporary-signal measure passed 7-3.
Council members encouraged residents to use designated detours (Henning Road) while MoDOT work continues. Staff will execute the temporary-signal procurement and oversee installation according to MoDOT constraints.
