City staff updates strategic‑plan work; first phase of regional CASEL training center highlighted

City staff opened the workshop portion of the meeting with a status update on the city’s two‑year strategic plan and highlighted several ongoing projects and near‑term deliverables.
Mister DeBell told council the plan, initiated in 2023, is reaching the end of its two‑year term and staff will begin work with the council on the next strategic plan cycle. He identified several completed or ongoing projects: the utility‑billing migration to Munis is complete for residents though back‑end work continues; finance is studying convenience fees in light of the new Tyler payment system; economic development staff are preparing a revised incentive policy; the city has contracted DigiTicket to implement mobile ticketing for code enforcement (implementation expected by July); the GIS system is being migrated to the cloud; and the city has hired Higbee & Associates to perform a citywide compensation study with work timed to feed the October budget process.
DeBell also noted the city is finalizing a mental‑health and wellness coordinator position for the O'Fallon Police Department, expected to start in the third quarter of 2025. "We have that position offered, working on finalizing the contract, and we expect that person to start in third quarter of this year," he said.
Separately, the council viewed a video and heard remarks about the new Center for Advanced Skills Training in Law Enforcement (CASEL), a regional training facility described as housing a firing range, vehicle‑operations course, SWAT and scenario training areas, and classrooms. Speakers said the center will serve neighboring municipalities and the broader Midwest region and will include the Eastern Missouri Police Academy as a partner. "This is a one‑stop shop for the partners to send their officers to," a presenter said, calling the facility an investment in regional public‑safety training.
Next steps: staff will continue implementation of the strategic‑plan items identified and track the compensation study, GIS migration and the police mental‑health coordinator hiring against budget and schedule milestones.
