O'Fallon council approves multiple ordinances and contracts, moves to closed session

On second reading the council approved Bill 77‑60 (a conditional use permit for League 1 Volleyball, becoming Ordinance 7221) and several plats and dedications including Caledonia phases (Bills 77‑61 and 77‑62, Ordinances 7222 and 7223). Bill 77‑63, amending festival‑district restrictions, passed as Ordinance 7224. Bill 77‑65 approved a memorandum of understanding with the city of Cottleville for public safety communication services (Ordinance 7225), and Bill 77‑66 approved an intergovernmental agreement with Cottleville for prisoner processing and confinement (Ordinance 7226).
The council adopted multiple resolutions: a purchase and installation agreement with Thundercat Technologies for technology/equipment in an amount not to exceed $559,500.34; an agreement with Intertek Professional Service Industries (PSI) for construction testing services for the new public works facility (not to exceed $127,119); and a control‑room upgrade agreement with Modern Communications not to exceed $240,943. The council approved Resolution B for Thundercat Technologies and Resolution D for Modern Communications by roll call.
The consent calendar passed unanimously (8–0). Council then moved to a closed session citing Missouri statutory exceptions for confidential attorney communications and matters relating to real estate and sealed proposals (statutes read aloud). A roll‑call on the closed‑session motion recorded two 'No' votes (Councilmember Bibb and Councilmember Roth); the motion to adjourn to closed session carried with the remaining votes.
