Council takes up League 1 Volleyball conditional‑use request; first reading set after traffic, parking questions

Applicants for a proposed League 1 Volleyball facility in O'Fallon presented site plans June 19 and the City Council introduced the conditional‑use ordinance for first reading.

Sam Buffa and Eric Schultz told the council the site at 6707 Keaton Corporate Parkway would host youth club programming after 4 p.m. on weekdays and occasional weekend tournaments. Schultz said the facility would begin with five courts and roughly 200 on‑site parking spaces, adding, "With being off hours, I think we have ample parking for the use." The presenters said tournaments would concentrate between December and June and weekday programming would be lighter during high‑school seasons.

During public comment, city public advocate Ernie/Arnie C. asked whether the project used federal housing subsidies on related apartment projects and urged applicants to study traffic flow after events so visitors could safely turn onto Missouri Highway K. "You're gonna have a lot of people exiting all at one time," the speaker said, urging the applicant to consider routing traffic to the nearby traffic signal to reduce unsafe turns.

Councilmembers asked follow‑up questions about parking and weekend operations. Planning staff noted the site includes approximately 200 parking spaces and that, because the facility would operate largely when surrounding businesses are closed, staff believes on‑site parking is sufficient. Councilman Boyer presented the bill and it was introduced by title for first reading (Bill 77‑60). No final council vote was taken on the conditional use at this meeting; the item will return for additional review under the normal public‑hearing process.

Next steps: the conditional‑use ordinance was introduced for first reading; the council, staff and applicants expect additional traffic and planning analysis and further hearings before final action.
