O'Fallon seeks federal and county support for Deer Road, Bridal Road, Mexico Road and other projects

Chris, the city's capital improvements manager, presented the city's 2025 funding application package and walked the committee through six projects the city applied for this cycle.
He said Deer Road reconstruction Phase 1 is already in design and has received $865,600 from the county to support design and right-of-way work; Chris estimated the first construction phase's cost at roughly $6.5 million and said the team hopes to begin construction in late 2026 if additional funds are secured. "We already have funds from county on this one for design right away and utility relocation," he said.
Bridal Road pavement and pedestrian improvements -- a selective slab-replacement project with a 10‑foot shared-use path upgrade on one side -- was recommended for about $1.2 million in federal funds, with the county indicating roughly $235,000 toward the project; the city's remaining share would cover the balance pending final awards. Chris said Mexico Road resurfacing and a Highway N shared-use path also received favorable recommendations for federal and county support in this cycle (Mexico Road: ~ $1.6 million federal recommended; Highway N design: county support around $160,000 for design).
Why it matters: The projects combine pavement preservation with active-transportation improvements (shared-use paths, sidewalks and pedestrian crossings) intended to improve safety and multimodal connectivity across neighborhoods. Chris said the Bridal Road construction is likely to occur in 2029 given funding and scheduling constraints; Deer Road phase 2 design is anticipated to move forward after phase 1 utility relocation.
Details and next steps: Several projects await final awards. Chris said the county and federal recommendations are promising but that agreements and final approvals remain to be completed before construction obligations are firm. Committee members asked about milling depths and sidewalk alignments; Chris clarified typical overlay depths (about 1 to 2 inches of mill and overlay) and that the shared-use path widths proposed are a 10‑foot path with typical 5–6 foot sidewalks on some stretches.
The committee thanked staff for leveraging outside funds and asked staff to return with updated schedules if awards are finalized.
