O'Fallon council approves several ordinances, two construction change orders and records emergency repairs

At its July 24 meeting, the O'Fallon City Council approved a series of ordinances and resolutions, authorized change orders for ongoing public-works projects, and recorded recent emergency purchases.

Recusal and ordinances: Councilmember Bibb recused from voting on Bill 77-69 (a conditional use permit for a drive-thru coffee shop on Shady Creek Commercial, Lot 4). After second reading and consideration for adoption, the council recorded an 8-0 vote and Bill 77-69 became Ordinance No. 7229. The council also adopted Bill 77-70 (amending development standards for sanitary sewer laterals) as Ordinance No. 7230 and Bill 77-71 (a voluntary annexation petition by Katy Distributing LLC) as Ordinance No. 7231, each by recorded votes of 9-0. Bill 77-73, a memorandum of understanding for public safety communications with St. Charles Community College, passed 9-0 as Ordinance No. 7232. The consent calendar passed unanimously.

Change orders and project funding: Council approved Resolution 7-24-2025-a authorizing Change Order No. 2 with Next Level Construction LLC for the 2025 concrete program in an amount not to exceed $109,951 (vote 9-0). Council also approved Resolution 7-24-2025-b authorizing a change order with JW Bommarito Construction Co. Inc. for the Peru Creek Lift Station equalization basin improvements in an amount not to exceed $458,250 (vote 9-0). A citizen had raised concern about the larger lift-station change order during public comment; staff responded that the company had been contacted and that repairs and cleanups were being handled as part of the contract process.

Emergency purchases reported: City administrator Snowden reported three emergency expenditures: an HVAC replacement for the Bridal Train Club building ($5,480) authorized July 10; a repair to a burst backwash pipe at Alligators Creek Lazy River (not to exceed $5,000) authorized July 11; and an electrical repair at the wastewater treatment plant ($124,205) authorized July 17 due to lack of backup power. Snowden said a midyear budget adjustment will capture the HVAC cost and other emergency-authorized expenses.
