Council authorizes up to $60,000 for Weldon Springs roundabout landscaping and artwork after brief debate

O'Fallon — The City Council approved a resolution Aug. 28 authorizing up to $60,000 for landscaping and decorative elements, including the purchase and relocation of a sculpture, for the roundabout at Weldon Springs Road and Crusher Drive.
Tom DeBell presented the plan and asked for authorization to move an existing piece of public art, called Learning Curve, from Civic Park to the roundabout. DeBell told the council the landscaping portion is estimated at about $25,000 and the remainder of the $60,000 cap is intended as a cushion to cover the artwork purchase and any unforeseen needs because the work must be completed in one operation when the roundabout is installed.
Council members asked technical and safety questions. DeBell said the sculpture is roughly 14 feet tall with an approximately 8-foot circular base, matching the 8x8-foot center island; he and others said visible center art can help slow and focus drivers. Council discussed physical protections (large rocks and landscaping) placed around the sculpture to prevent cars from striking it directly.
Council member Taylor opposed the authorization on fiscal-priority grounds, saying she could not justify spending up to $60,000 on what she called a cosmetic improvement while some roads need repair; Taylor voted no. After discussion, the council approved the resolution 6–3.
Staff said they will negotiate price with the artist and coordinate installation with landscaping work and public-works crews.
